Dr. Tilak R. Kem did his M.Sc. (Entomology) from Indian Agricultural Research  Institute (IARI) in 1970 and was awarded the Ph.D. in 1974 from the same Institute. During 1975-76, he completed his Post-doctoral research in Pest Management from Brisbane, Australia. In 1982, he obtained a Postgraduate Diploma in Pest Management from Delhi University.

A noted Entomologist, Dr. Kem has around 23 research publications to his credit in various scholarly journals. He has authored a book "Information Technology Re-engineering of Distance Education." Dr. Kem has a vast experience of around 32 years in educational administration, teaching and research. He has held several important positions like  Secretary, UGC; Advisor, AICTE; Registrar, IGNOU; Educational Advisor to the Govt. of Republic of Mozambique; Senior Scientist in ICAR; Visiting Professor in Kristanstad University, Sweden. Dr. Kem has been Chairman/Member on several Statutory Bodies of Universities, Ministries, SSC, UPSC etc.

Dr. Kem has visited 17 countries for participation in various academic programmes/international conferences.

Dr. Kem has been the recipient of several awards. He was awarded ICAR Senior Fellowship in 1970; his name was included in the American Biographical Institute's Directory of Distinguished Leadership in 1996 and during 1995-96, he was awarded Post doctoral Fellowship by the Govt. of India under Colombo Plan to pursue Post Doctoral Research work in Australia. He was nominated by the American Biographical Institute for the International Cultural Diploma of Honour, 1997.
