About CEC
Consortium for Educational Communication (CEC)
is an Inter University Centre set up by University Grants Commission (UGC)
to use electronic media for development of higher education in the
country. CEC is located in Delhi and has 17 Educational Multimedia
Research Centres (EMMRCs) in various parts of the country. The CEC is
responsible for the use of various new technologies for the improvement of
standards in higher education in the country with the use of multimedia
and e-content creation. CEC is running 24 hrs. Higher Education channel
known as Vyas. The Channel can be received throughout
the country through DRS or Cable Operator.
Convention
The
development in the field of communication technology has made it possible
to spread education, social messages, entertainment and commercial
communication to every nook and corner of the country. The technological
development has made it possible to utilize the ICT communication means to
reach out the unreached with much wider applications.
There were a few universities offering
programmes of studies in Mass Media and Communication. However, during the
last five years or so, nearly 70 departments of Mass Communication and
Information Communication Technology have been set up in universities in
India. Besides, several private colleges in this field have come up in the
recent past. In order to benchmark the developments in these departments
and institutions and to share the development in the hard and software
technologies in communication, it was felt appropriate to bring all the
mass media and ICT departments engaged in training of future professionals
in this field on a common platform.
Keeping
above considerations in view, the CEC, an Inter University Centre of UGC
with the support of Indian Institute of Mass Communication, New Delhi,
Film and Television Institute of India, Pune and 17 Educational Multimedia
Research Centres (EM2RC) organized 2 days National
Convention in Delhi, for the Heads and staff of Media Departments and the
Universities and EM2RCs located in various parts of the country
as well as media experts.
Objectives
of the Convention
The objectives of the convention are to:
1. Bring
all the Heads of Department and staff of mass communication on a common
platform to discuss the developments in hardware and software technologies
in educational and social message communication.
2. Deliberate
on convergence of video and multi media technology in educational and
social message communication.
3. Benefit
from the experience of
Commonwealth of Learning and other
international organizations in the use of technologies for educational and
social message communication.
4. Workout
strategies for development of E-Learning resources for face to face and
distance education.
5. Deliberate
on modes of distribution of education and social knowledge resources
through satellite, terrestrial and interactive mode.
6. Discuss
the challenges of preparing students and cadre for future.
7. Workout
the plan for networking and continuous interaction with the persons and
organizations involved in education and social communication.
Themes
The following themes were discussed to meet the below
objectives:-
1. Impact
of development of hardware and software technology on educational and
social message communication.
2. Impact
of convergence of video and Multimedia technologies for educational
communication - the national and international experience.
3. Challenges
of generation of authentic E-learning resources and social message
resources.
4. Modes
of delivery of E-Learning resources and their reach to the students,
teachers and common people.
5. Ways
of networking among the educational and social message communication
organizations and mechanism of continuous interaction with them.
Collaboration
The convention was held in
collaboration with the Commonwealth of Learning, UNESCO and eminent
national organizations namely MHRD, UGC, Prasar Bharti and with leaders in
communication industry.
Participants
200 persons drawn from among - Heads of Multi-media research centres, department of mass communication, Heads of mass communication
institutions, teachers and staff working in mass communication
departments. IGNOU, NCERT, State Education Institutes of Technology and
media experts and industry representatives participated in
the Convention.
Expected Outcome
of the Convention
1. Convention
adopted resolution to help policy makers, practitioners to
view the
developments in education and social message
communication from
advantage point of view and learn from national
and international
experience.
2.
Adopted resolution to Prepare and plan strategies for
development and sharing of E- Learning resources and social message resources.
3.
Adopted resolution to Establish a national and global network for
future interaction on issues of communication and development.
